Welcome to the Allegany County Planning Services website.  Allegany County Planning is located at the Crossroads Center north of I-86 Exit 30 on NYS Route 19.  Planning is part of the County Office of Development.  The County Planner reports to the Allegany County Legislature's Planning & Development Committee.  The County Planning Board works directly with the County Planner.  Some of the projects that have been underway through the Planning office include: Updating the County Comprehensive Plan, participating in the WNY Sustainability Plan development, Broadband expansion in Allegany County, development of the Crossroads Development Project at I-86 & NYS 19 and along County Route 20 toward Friendship.

Comprehensive Plan

The County Comprehensive Plan was created in 2007 & 2008. The Comprehensive Plan is under review and a draft is scheduled to be released in the spring of 2013.  A group was appointed by the Chairman of the Legislature to undertake this review with the County Planner and Development Office.  


 The Comprehensive Plan Implementation Group

The Comprehensive Plan Implementation Group is a group made up of members of the Economic and Business Community, Tourism Community, planning and interested citizens of Allegany County.  They are appointed by the County Legislature.  They review actions and work to implement the actions that are contained in the Comprehensive Plan.

Energy Information 

Allegany County has an Ad-Hoc Committee assigned to Energy concerns including Wind Power, Natural Gas, Solar, Geothermal and their related issues.  The Ad-Hoc Committee meets most months at the County Office Building on the last Monday of the month at 11am. This committee's minutes are available on the County website under Meeting minutes.

Allegany County Soil & Water Conservation District
Agricultural Districts and their associated concerns are handled by the Allegany County Soil & Water Conservation District.  The district provides many services to local agricultural producers as well as working on many Water Quality issues. The district is also the coordinator of the Allegany County Water Resources Council. If you have questions regarding Agricultural Districts or any Water Quality issues in Allegany County you may contact Scott Torrey at (585) 268-7831.

Regional Planning and Development

Southern Tier West Regional Planning & Development Board offers services that are available to participating communities within the counties of Allegany, Cattaraugus and Chautauqua. Their primary function is working as the Local Development District for the Appalachian Regional Commission, the Economic Development District for the US EDA, providing limited Local Government Assistance for Clerks and related officials, GIS assistance to communities who choose to participate in the Community GIS program. Cleaner, Greener Communities

In 2012 Allegany County sponsored a five county application with Southern Tier West for the Western New York Region to look at Sustainability issues.  This project progressed in the spring and during that time numerous meetings were held with working groups and public forums.  The draft plan was submitted to NYSERDA in December 2012 for their review.  For more information and to review the plan please follow this link:http://www.sustainable-ny.com/


Seneca Trail RC&D

The Seneca Trail RC&D was an organization that was tied to the US Department of Agriculture and served five counties of Western New York State. Allegany, Cattaraugus, Chautauqua, Livingston and Wyoming Counties as well as the Seneca Nation on the Board. The focus of the organization was on agricultural and forestry related issues for development, conservation and natural resources in general. It was a proponet of new technology and continued strong support of the agriculture and forest sectors within these counties. The Council offered assistance with grant finding and sometimes grant writing if approved by the Board of Directors. Unfortunately the entire program across the US has been defunded so presently the offices are closed.
